When the prince makes a freewill offering to the LORD, whether a burnt offering or a peace offering, the gate facing east must be opened for him. He is to offer his burnt offering or peace offering just as he does on the Sabbath day. Then he shall go out, and the gate must be closed after he goes out.
Traditional
Now when the prince shall prepare a voluntary burnt offering or peace offerings voluntarily unto the Lord, one shall then open him the gate that looketh toward the east, and he shall prepare his burnt offering and his peace offerings, as he did on the sabbath day: then he shall go forth; and after his going forth one shall shut the gate.
Literal
When the prince makes a freewill offering—a burnt offering or peace offerings—a freewill offering to YHWH, then shall be opened for him the gate facing the east, and he shall prepare his burnt offering and his peace offerings as he did on the day of the Sabbath; and he will go out, and the gate will be shut after his going out.

Notes

The voluntary burnt offering or peace offering was in addition to the daily offerings of meat, grain, and oil. These offerings symbolized the restored relationship and fellowship between God and his people.

Ezekiel described the prince's duties during special celebrations, including Sabbaths and new moon events. The prince represented the people in worship. He joined them in a procession through the temple and had the unique ability to approach the sacred area for them.
