Therefore tell them that this is what the Lord GOD says: ‘I will put an end to this proverb, and in Israel they will no longer recite it.’ But say to them: ‘The days are at hand when every vision will be fulfilled.
Traditional
Tell them therefore, Thus saith the Lord God; I will make this proverb to cease, and they shall no more use it as a proverb in Israel; but say unto them, The days are at hand, and the effect of every vision.
Literal
Therefore say to them, thus says the Lord YHWH: ‘To this proverb I will put an end, and will they use it as a proverb no more in Israel. But rather speak to them: ‘The days are near, and the word of every vision!’

Notes

The people did not believe the message from God (Ezekiel 12:22). So the Lord gave them a new proverb.

He used words that were similar to their saying. But he gave those words a different and opposite meaning.
