Yea, truth faileth; and he that departeth from evil maketh himself a prey: and the Lord saw it, and it displeased him that there was no judgment.
Literal
And the truth is missing, and the one turning away from evil makes himself plunder. And YHWH saw it, and it was evil in His eyes that there was no justice.

Truth is missing, and whoever turns from evil becomes prey. The LORD looked and was displeased that there was no justice.

Notes

The Lord acts like a warrior, determined to win against evil (see Ephesians 6:14).

Israel had a long history of turning away from God. The people often rebelled against him.

In this passage, the prophet speaks for the nation. He admits their sins and expresses deep sorrow. He says they could not grasp the light of God’s salvation (they could not understand or receive the rescue God offered).

The Lord alone will bring salvation. Like a warrior, he will enter the world to defeat his enemies and protect his holy people.
