So shall my word be that goeth forth out of my mouth: it shall not return unto me void, but it shall accomplish that which I please, and it shall prosper in the thing whereto I sent it.

Notes

The Creator sends rain, snow, and his word (Hebrew dabar). Here, dabar means his will or plan (see Isaiah 14:24; 40:8). God's written word expresses his plan and achieves his goals. God is successful in all his actions (see Isaiah 14:26–27; 46:10).
