For thus says the One who is high and lifted up, who inhabits eternity, whose name is Holy: “I dwell in a high and holy place, and with the oppressed and humble in spirit, to restore the spirit of the lowly and revive the heart of the contrite.
Traditional
For thus saith the high and lofty One that inhabiteth eternity, whose name is Holy; I dwell in the high and holy place, with him also that is of a contrite and humble spirit, to revive the spirit of the humble, and to revive the heart of the contrite ones.
Literal
For thus says the One High and Lifted up, dwelling in eternity—and Holy His name: “On high and holy I dwell, with the broken and lowly of spirit, to revive the spirit of the lowly ones, and to revive the heart of the broken ones.

Notes

God is high and lifted up, yet he promises to live with the humble.

The Lord promises to be with the humble, heal them, and give them peace. This promise is for all citizens of Zion, both Jews and non-Jews. The holy one offers salvation to the humble and deals fairly with the wicked.
