Translations
Modern
Then the word of the LORD to them will become: “Order on order, order on order, line on line, line on line; a little here, a little there,” so that they will go stumbling backward and will be injured, ensnared, and captured.
Traditional
But the word of the Lord was unto them precept upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little; that they might go, and fall backward, and be broken, and snared, and taken.
Literal
And the word of YHWH will become to them “Order on order, order on order; line on line, line on line; a little here, a little there,” that they might go and stumble backward, and be broken and ensnared and captured.
Latin
Et erit eis verbum Domini: Manda, remanda; manda, remanda; exspecta, reexspecta; exspecta, reexspecta; modicum ibi, modicum ibi; ut vadant, et cadant retrorsum, et conterantur, et illaqueentur, et capiantur.

English
Then the word of the LORD to them will become: “Order on order, order on order, line on line, line on line; a little here, a little there,” so that they will go stumbling backward and will be injured, ensnared, and captured.
Notes
line on line, line on line; a little here, a little there: The Hebrew text is hard to understand. The words might be intentional nonsense to illustrate the point that the people were so spiritually blind that God’s clearest revelation was nonsense to them (see Isaiah 6:9–10).
The focus shifts back to the unfortunate current situation in Israel (and Judah). The leaders and people will be trapped by their own plans.
The glory of Samaria, capital of the northern kingdom of Israel, is here contrasted with the glory of the Lord. This section represents the first of the six woes (Woe to...).
