Notes

Like Cyrus (Ezra 1:4, 6), Artaxerxes allowed Jews in Babylon to send voluntary offerings to Jerusalem. A large amount was collected from the king, his council, and Jewish contributors (Ezra 8:25–27).

In this letter, King Artaxerxes gave Ezra the authority to assess the situation in Jerusalem (Ezra 7:14), offer voluntary gifts to God (7:15–20), acquire supplies and funds from local leaders (7:21–24), and implement legal reforms (7:25–26).
