Modern
When a prophet speaks in the name of the LORD and the message does not come to pass or come true, that is a message the LORD has not spoken. The prophet has spoken presumptuously. Do not be afraid of him.
Traditional
When a prophet speaketh in the name of the Lord, if the thing follow not, nor come to pass, that is the thing which the Lord hath not spoken, but the prophet hath spoken it presumptuously: thou shalt not be afraid of him.
Literal
When a prophet speaks in the name of YHWH and the thing does not happen, and it does not come to pass, it is the thing that YHWH has not spoken. Proudly the prophet has spoken it; you shall not be afraid of him.
Latin
…hoc habebis signum: quod in nomine Domini propheta ille prædixerit, et non evenerit: hoc Dominus non est locutus, sed per tumorem animi sui propheta confinxit: et idcirco non timebis eum.

When a prophet speaks in the name of the LORD and the message does not come to pass or come true, that is a message the LORD has not spoken. The prophet has spoken presumptuously. Do not be afraid of him.
Notes
Any prophet whose prediction does not come true must be identified as false, even if that person says he speaks for God.
A claim alone is not enough. If the message does not happen as promised, the prophet is not from God.
