But the king must not acquire many horses for himself or send the people back to Egypt to acquire more horses, for the LORD has said, ‘You are never to go back that way again.’
Traditional
But he shall not multiply horses to himself, nor cause the people to return to Egypt, to the end that he should multiply horses: forasmuch as the Lord hath said unto you, Ye shall henceforth return no more that way.
Literal
Only, he shall not multiply for himself horses nor cause to return the people to Egypt so as to multiply horses, for YHWH has said to you, ‘You shall not return this way again.’
Latin
Cumque fuerit constitutus, non multiplicabit sibi equos, nec reducet populum in Ægyptum, equitatus numero sublevatus, præsertim cum Dominus præceperit vobis ut nequaquam amplius per eamdem viam revertamini.

Notes

You are never to go back that way again: Going there would show that the king did not rely on God, who freed Israel from slavery in Egypt. The best horses came from Egypt (see 1 Kings 10:28–29).
