Traditional
Thou shalt not sacrifice unto the Lord thy God any bullock, or sheep, wherein is blemish, or any evilfavouredness: for that is an abomination unto the Lord thy God.
Literal
You shall not sacrifice to YHWH your God a bull or sheep that has in it a blemish, any serious flaw; for it is an abomination to YHWH your God.

Notes
defect or serious flaw: A sick or defective animal was worth very little money. Because of this, offering such an animal to the Lord was not a true sacrifice (compare 15:21).
The community of Israel, like any nation, needed different kinds of leaders. These leaders helped keep the people united and guided them in the right direction.
The Lord told Moses to set up a proper system of leadership. He also gave clear standards for choosing leaders and explained the duties of each role.
