For in the hand of the Lord there is a cup, and the wine is red; it is full of mixture; and he poureth out of the same: but the dregs thereof, all the wicked of the earth shall wring them out, and drink them.
Literal
For a cup is in the hand of YHWH, and the wine is foaming, full of mixture, and He shall pour out from this—how its dregs shall be wrung out—and all the wicked of the earth shall drink.

Notes

The Lord alone is the Judge. He has the power to raise people up or bring them down (see 1 Samuel 2:7; Luke 1:52).

The Lord will bring justice in his own time.

This hymn of thanksgiving includes two direct messages from God that assure us of his justice (Psalm 75:2–3, 10). The Lord warns arrogant people who defy him, promising to humble them by force (Psalm 75:4–8). Together, the community and the psalmist give thanks for God's character (Psalm 75:1, 9).

The seeming success of the wicked (Psalm 73) and God's apparent rejection of his people (Psalm 74) raise questions about his justice. God rules the entire world and decides when to judge (Psalm 75).
