Thou hast called as in a solemn day my terrors round about, so that in the day of the Lord’s anger none escaped nor remained: those that I have swaddled and brought up hath mine enemy consumed.

You have called, as on the day of an appointed feast, my terrors from around; he did not escape on the day of the anger of YHWH—escapee or survivor! Those whom I have held and brought up, my enemy has consumed them.

summoned … for the day of an appointed feast: The poet compares Jerusalem's destruction to a feast where war, famine, wild animals, and sickness consume the wicked in Jerusalem (Deuteronomy 28:15–68; compare Revelation 19:17–21).

This chapter vividly shows the Lord acting as the one who destroys Jerusalem.
