Naphtali failed to drive out the inhabitants of Beth-shemesh and Beth-anath. So the Naphtalites also lived among the Canaanite inhabitants of the land, but the inhabitants of Beth-shemesh and Beth-anath served them as forced laborers.
Traditional
Neither did Naphtali drive out the inhabitants of Beth–shemesh, nor the inhabitants of Beth–anath; but he dwelt among the Canaanites, the inhabitants of the land: nevertheless the inhabitants of Beth–shemesh and of Beth–anath became tributaries unto them.
Literal
Naphtali did not dispossess those dwelling in Beth-shemesh and those dwelling in Beth-anath, and they dwelt among the Canaanite dwellers of the land. And those dwelling in Beth-shemesh and Beth-anath were put to forced labor to them.

Mentions of Joseph's descendants (Judges 1:22, 35) highlight the northern tribes' failures to remove their enemies.

The tribes of Israel did not keep the covenant. Their complacency was rebellion against the Lord, as shown in the rest of the book of Judges.
