The One who comes from above is above all. The one who is from the earth belongs to the earth and speaks as one from the earth. The One who comes from heaven is above all.
Traditional
He that cometh from above is above all: he that is of the earth is earthly, and speaketh of the earth: he that cometh from heaven is above all.
Literal
The One coming from above is above all. The one being from the earth is from the earth and speaks from the earth. The One coming from heaven is above all.

Notes

Jesus came from heaven. Because of this, he alone was able to make the Father known (1:18; 3:13).

John the Baptist spoke because of two concerns:

  1. Some people questioned whether his baptism was from God (see 1:26), and

  2. his disciples were worried because many people were beginning to follow Jesus instead of John (3:26).

John the Baptist says Jesus is truly "from above" (3:31). So, the followers of John need to start following Jesus instead.
