English
So Pilate said to Him, “Do You refuse to speak to me? Do You not know that I have authority to release You and authority to crucify You?”

Notes

You would have no authority over Me: Pilate had the power to crucify Jesus, but only because God gave him this temporary power. He allowed Pilate to have this power so that Jesus could advance toward the cross (see 10:18).

Pilate had Jesus beaten after his sentencing (Mark 15:15). However, John here describes an earlier beating. This was likely Pilate's attempt to show that Jesus had been punished and he could release him (John 19:4). When this failed, Pilate passed his sentence and handed Jesus over to the Jewish leaders for crucifixion (19:16).
