For it shall be, that, as a wandering bird cast out of the nest, so the daughters of Moab shall be at the fords of Arnon.
Literal
And it will come to pass that, like a fluttering bird or a nestling cast out, so shall be the daughters of Moab at the fords of the Arnon.
Latin
Et erit: sicut avis fugiens, et pulli de nido avolantes, sic erunt filiæ Moab in transcensu Arnon.

Moab is making a request to Judah for asylum (protection in another country).

This message of judgment and sorrow was about Moab's fall. The many references to Moabite places show that Isaiah knew Moab well.
