Whoever is wise, let him understand these things; whoever is discerning, let him know them. For the ways of the LORD are right, and the righteous walk in them but the rebellious stumble in them.

Who is wise, and he shall understand these things? prudent, and he shall know them? for the ways of the Lord are right, and the just shall walk in them: but the transgressors shall fall therein.
Literal
Who is wise? Let him understand these things. Who is understanding? Let him know them. For straight are the ways of YHWH, and the righteous walk in them, and transgressors stumble in them.

Notes
This final verse praises Hosea's words to wise and thoughtful believers of all generations.
Destruction was not God's final message to his covenant people. Although judgment must happen, God's healing and restoring grace is stronger than human sin.
