Therefore the law is paralyzed, and justice never goes forth. For the wicked hem in the righteous, so that justice is perverted.
Traditional
Therefore the law is slacked, and judgment doth never go forth: for the wicked doth compass about the righteous; therefore wrong judgment proceedeth.
Literal
Over this, the law is numb, and justice does not go forth forever. For the wicked are surrounding the righteous. Upon thus, twisted justice goes forth.
Latin
Propter hoc lacerata est lex, et non pervenit usque ad finem judicium; quia impius prævalet adversus justum, propterea egreditur judicium perversum.

Notes

Habakkuk shares his worry about the injustice and wrongdoing he observed everywhere (see Habakkuk 1:12–13; 2:4, 9), even in the courts, where the law failed to uphold justice.

To Habakkuk, God seemed unconcerned about the evil spread throughout society in Judah (Habakkuk 1:3–4). God also seemed silent when Habakkuk complained about this evil (1:2).
