Traditional
They have seen vanity and lying divination, saying, The Lord saith: and the Lord hath not sent them: and they have made others to hope that they would confirm the word.
Literal
They have seen emptiness and lying divination, saying, ‘Thus says YWHW…,’ and YHWH has not sent them; and they hope to establish their word.
Latin

They see false visions and speak lying divinations. They claim, ‘Thus declares the LORD,’ when the LORD did not send them; yet they wait for the fulfillment of their message.

Notes

The false prophets knew their words were lies and false predictions. Yet, they confidently expected God to fulfill their prophecies. These false hopes gave God's people a false sense of security. This false security would prove empty and destructive on the coming day of judgment (compare Jeremiah 6:14).
