Notes

My instruction … My words: The wicked may observe rituals, but they reject more important matters such as justice, mercy, and faithfulness (compare Matthew 23:23–24).

This message is against the wicked, who only pretend to listen to God.

God appears as judge. He reminds both the godly and the ungodly that sacrifices and reciting the law are worthless without thankfulness, repentance, and justice.
