The mention of Aaron's raised hands suggests that Israel offered the Levites to the Lord as a wave offering. Priests would lift up this type of offering to the Lord (compare Leviticus 7:30). The Levites committed themselves to tasks that made them living and holy sacrifices (compare Romans 12:1).
laying their hands on them: Israel acknowledged the Levites' special status and offered them as their representatives in the presence of the Lord (8:16).
The Lord gave instructions for the dedication and cleansing of the Levites. The Levites were set apart to serve in the tabernacle.
