This is what the Lord GOD says: No foreigner uncircumcised in heart and flesh may enter My sanctuary—not even a foreigner who lives among the Israelites.
Traditional
Thus saith the Lord God; No stranger, uncircumcised in heart, nor uncircumcised in flesh, shall enter into my sanctuary, of any stranger that is among the children of Israel.
Literal
Thus says the Lord YHWH: Any son of a foreigner, uncircumcised in heart and uncircumcised in flesh, will not come into My sanctuary—any son of a foreigner who is in the midst of the sons of Israel.
Latin

Notes

No foreigner: This was not a complete ban on non-Israelites entering the sanctuary. It only applied to those who were uncircumcised and had not dedicated themselves to the Lord. True converts could join the new Israel (see Ezekiel 47:22–23).

Now that the glory of the Lord had returned to the temple, access was critical. Who could approach this holy God? Like Ezekiel 43, this chapter focuses on the temple’s entrances and exits, as well as the duties and procedures for its use.
