It is he that buildeth his stories in the heaven, and hath founded his troop in the earth; he that calleth for the waters of the sea, and poureth them out upon the face of the earth: The Lord is his name.

Literal

…the One building His upper chambers in the heaven, and having founded His vault upon the earth, the One calling to the waters of the sea, and He pours them out upon the face of the earth—YHWH is His name!

Amos 9:5–6

Amos uses a third hymn fragment (also Amos 4:13; 5:8–9) to remind Israel that God rules over everything.
