Notes

Jehu's message about the city's military strength to protect Ahab's remaining family was actually a war declaration. The leaders of Samaria understood this. Jehu led Israel's main army and had already shown his power and ruthlessness at Jezreel. The leaders were so scared that they agreed to follow all of Jehu's orders.
