Tiberius Caesar made Pilate the governor (or prefect) of Judea. Pilate mainly governed from Caesarea, not Jerusalem, from AD 26 to AD 36. Although he had full power in Judea, Pilate answered to the governor (or legate) of Syria. This man was the main authority in the eastern Roman Empire. The Jewish historian Josephus records several mentions of Pilate. Pilate's disrespect for the holiness of Jewish customs caused revolts.
