I will … dwell in Jerusalem: After the exile in Babylon, the people hoped the Lord would return to live among them (see Zechariah 1:16–17; Haggai 2:4–7; compare Ezekiel 48:35).
I will return: God would come back to Jerusalem not only because the temple was rebuilt but also because the Hebrew community was purified (Zechariah 3).
Isaiah compared Jerusalem to a faithful woman who became unfaithful (Isaiah 1:21). Zechariah shared Isaiah’s vision of Jerusalem becoming the City of Truth again ("the Faithful City" in Isaiah 1:26).
